Monitoring & Evaluation (M&E) and Technical Audit for the Kampala City Road Links Project
Our team in Uganda, together with technical experts from Kenya, is currently undertaking the quarterly Monitoring & Evaluation (M&E) and Technical Audit for the Kampala City Road Links Project under Kampala Capital City Authority (KCCA). The project is now over 70% into the implementation phase.
As part of this exercise, TIMCON Associates (M&E Consultant) convened Entry and Exit Meetings with the Supervision Consultant and conducted extensive site inspections across active work sections to verify implementation progress and collect field evidence on ground conditions. This ensures that reported progress aligns with actual site delivery and that earlier recommendations are being effectively translated into measurable improvements.
Key focus areas include road safety performance within active work zones, environmental and social safeguards compliance, and the effectiveness of coordination among implementing stakeholders. Particular attention is also being given to traffic management during construction and the safety of all road users interacting with ongoing works. This integrated review, combining Monitoring & Evaluation, Technical Audits, and Road Safety Audits, provides a comprehensive assessment of project performance, value for money, compliance with KCCA and AfDB requirements, and overall delivery effectiveness.
The findings will inform targeted improvements, support timely decision-making, and strengthen the successful delivery of project objectives. The exercise also provides a critical platform for direct engagement with project teams, validation of reported progress, and early identification of emerging risks before they affect outcomes.
As infrastructure investments progress, consistent monitoring remains essential, not only for accountability but to ensure that transport projects deliver safe, resilient, and sustainable mobility solutions for the communities they serve.
