As part of the study, TIMCON updated the Greater Toronto Area Model to 2020 conditions before developing 20-year horizon model scenarios. The analysis was undertaken using the EMME demand forecasting tool to establish the network requirements needed to support the expected levels of future development.
The Greater Toronto Area EMME Model was used to analyze existing conditions, future “do nothing” conditions, and several alternative scenarios, leading to the identification of the final optimal future scenario.
