The assessment was undertaken as a Class Environmental Assessment Study for the City of Toronto with the purpose of determining the design and location of the new road (Street 2A) and how it would impact the proposed Light Rail Service on Finch Avenue. It involved assessment of traffic operations in the Study Area with and without the proposed Light Rail Service. A modelling approach in VISSIM was applied and included assessment of LRT stop locations and transit signal priority schemes. The Study found that construction of Street 2A would have positive benefits in improving operations in the Study Area and especially on the Toryork/Weston and Weston /Finch intersections where delays would be reduced for both the LRT build scenarios.
